This project seeks to evaluate Kerala’s urban infrastructure gaps in order to develop a policy framework that fosters resilience, environmental sustainability, equity, and financial viability. Having implications on local governments’ budgets, part of the work scope is also to review municipal finances across select cities of Kerala.
